  • नालंदा से जुड़ा PFI का तार, SDPI से विधायकी लड़ चुका शमीम अख्तर फरार, अतहर की एक और तस्वीर आई सामने

    नालंदा: पटना के फुलवारी शरीफ थाना क्षेत्र से पकड़े गए संदिग्ध आतंकियों के पास से मिले दस्तावेज के अनुसार इस मामले के तार नालंदा से जुड़ चुका है। समाजसेवा के नाम पर लोगों को गुमराह कर एक अच्छा खासा नेटवर्क तैयार करने वाला आरोपित सोहसराय थाना क्षेत्र के मोहम्मद वसीम उद्दीन के पुत्र शमीम अख्तर है। जिसके बाद आईबी की स्पेशल टीम (IB Investigation in Nalanda) ने शमीम के घर पर पहुंचकर जांच भी की. हालांकि शमीम की गिरफ्तारी नहीं हो सकी, क्योंकि वो घर पर मौजूद नहीं था.

    फुलवारी शरीफ थाना पुलिस ने जांच करते हुए कई और लोगों को आरोपित किया है. FIR के तीसरे नंबर में नालंदा मुख्यालय के बिहारशरीफ स्थित सोहसराय थाना क्षेत्र के मोहम्मद वसीम उद्दीन के पुत्र शमीम अख्तर का नाम भी सामने आया है. फिलहाल वह फरार है. इस बीच अतहर परवेज और शमीम अख्तर की एक तस्वीर भी सामने आई है।

    एसडीपीआई के नाम पर समाज सेवा कर लड़ा चुनाव

    एसडीपीआई के एक मामूली कार्यकर्ता से राज्य स्तर पर पार्टी का नेतृत्व करने वाला शमीम अख्तर ने पहले एनआरसी में सक्रियता दिखा लोगों के बीच पैठ बनाई फिर कोरोना काल में जरूरतमंदों के बीच लाखों का राशन बांट खुद को रहनुमा के तौर पर स्थापित करने की कोशिश की। हालांकि समाज के कुछ लोगों ने उसके मंसूबे पर पानी फेर दिया। बाद में शमीम अख्तर ने 2020 में विधान सभा चुनाव लड़ा जिसमें वह हार गया। शमीम अख्तर को देखकर कोई अंदाजा भी नहीं लगा सकता था कि वह देश के खिलाफ साजिश रच रहा होगा।

    इससे पूर्व विधानसभा चुनाव के दौरान इसका नाम काफी सुर्खियों में रहा था. कई बार सरकार के खिलाफ होने वाले विरोध प्रदर्शन में इसकी अहम भूमिका रहती थी. वर्तमान में यह एसडीपीआई के प्रदेश अध्यक्ष पर कार्यरत है. फिलहाल पुलिस पूरे मामले की जांच कर रही है. इसकी गिरफ्तारी के बाद ही मामले का खुलासा हो पाएगा. शमीम 2020 में बिहार विधानसभा का चुनाव भी लड़ चुका है जिसमें उसकी हार हुई थी.

    पेंटागन टावर मामले में भी जुड़ चुका है तार

    बता दें कि कुछ वर्ष पूर्व कागजी मोहल्ले से एक संदिग्ध आतंकी संगठन के सक्रिय सदस्य को आईबी की टीम ने गिरफ्तार किया था. इसके पूर्व अमेरिका में 2011 सितंबर में हुए वर्ल्ड ट्रेड सेंटर और पेंटागन टावर पर हुए आतंकी हमले का भी तार बिहारशरीफ से जोड़ा गया था, क्योंकि गिरफ्तार आरोपी का पासपोर्ट बिहारशरीफ के एक साइबर कैफे से नकली दस्तावेज के आधार पर बनाया गया था.

    10 जून 2022 को शमीम अख्तर के नेतृत्व में बिहारशरीफ के बड़ी दरगाह स्थित मैदान से भारी संख्या में मुस्लिम समुदाय के लोगों ने नूपुर शर्मा (Noopur Sharma) के खिलाफ जुलूस निकाला था. इस दौरान शमीम अख्तर ने इस्लामिक झंडे के साथ-साथ एसडीपीआई (Social Democratic Party of India) के झंडे के साथ मुस्लिम समुदाय के लोगों ने पूरे शहर में जुलूस निकालकर अपना विरोध जताया था. यह भी कहा जा रहा है कि शमीम ने कई विवादित बयान भी दिए थे.

    26 लोगों पर दर्ज हुई है FIR

    आईबी की जांच में पता चला है कि देश विरोधी साजिश रचने वाले पटना के फुलवारी शरीफ से गिरफ्तार अतहर परवेज और जलालुद्दीन के अलावा 24 और संदिग्ध हैं जो लोगों को बरगलाने का काम करते थे. उनमें पहला नाम शमीम अख्तर का ही है. जिन 26 लोगों के खिलाफ एफआईआर दर्ज हुई है, उनमें शमीम अख्तर के अलावा रियाज मॉरिफ, सनाउल्लाह, तौसिफ, महबूब आलम, एहसान परवेज, मो. सलमान, मो. रसलान (सचिव, बिहार-बंगाल क्षेत्रीय समिति PFI), महबूब-ऊर-रहमान, इम्तियाज दाऊद, महबूब अलम, खलीकुर जमा, मो. अमीन आलम (टीचर ट्रेनिंग कॉलेज गोनपुरा फुलवारीशरीफ के कर्मचारी), जिशान अहमद, रियाज अहमद, मंजर परवेज, नुरुद्दीन जंगी ऊर्फ एडवोकेट नुरुद्दीन, मो. रियाज (PFI का राष्ट्रीय नेता), मो. अंसारुल हक (मिथिलांचल यूनिट का निदेशक प्रभारी), मंजहरुल इस्लाम, अब्दुर्रहमान, मो. मुस्तकिन, अरमान मलिक, परवेज आलम (राज्य कमेटी सदस्य PFI मिथिलांचल), शामिल हैं, जो समय समय पर फुलवारीशरीफ आकर ब्रेनवॉश करते थे और भारत को 2047 तक इस्लामिक राष्ट्र बनाने की दिशा में काम करते थे.

    नालन्दा जिले के सोहसराय थाना इलाक़े के खासगंज मोहल्ला निवासी शमीम अख्तर नालंदा जिले में SDPI (सोशल डेमोक्रेटिक पार्टी ऑफ इंडिया) का कर्ताधर्ता है।

    वह पूर्व में बिहार शरीफ विधानसभा से विधायक का चुनाव भी लड़ चुका है। हाल ही में नूपुर शर्मा के विवादित ब्यान के बाद शहर प्रदर्शन का वह नेतृत्व कर चुका है। शमीम एसडीपीआई का बिहार-झारखंड में बड़ा काम संभालता है। कई वर्षों से शमीम बिहारशरीफ में सक्रिय है।

    अंदर ही अदंर पार्टी की जमीन मजबूत कर रहा था शमीम

    अपनी बोली व व्यवहार से पहले शमीम ने लोगों का दिल जीता। युवाओं की सोच को बदलकर एसडीपीआई की सोच को थोपा। अंदर ही अंदर उसने पार्टी को नालंदा में मजबूत किया। इसके बाद अपनी समाजसेवा के बदले में विधान सभा चुनाव में वोट देने की अपील की लेकिन कुछ खास नहीं कर सका।

    जब से आतंकी संगठन का भंडाफोड़ हुआ है तब से वह गायब हो गया है। उसके आवास पर सन्नाटा पसरा है। स्थानीय पुलिस भी इस मामले में कोई जानकारी से अनभिज्ञता जता रही है।

    सूत्रों की माने तो आतंकी संगठन के भंडाफोड़ होने के बाद पुलिस की एक टीम उसकी तलाश में बिहारशरीफ पहुंची थी। हालांकि वह घर पर नहीं मिला। पटना पुलिस के द्वारा फुलवारी शरीफ में दर्ज कराए गए एफआईआर में सूबे के अलग-अलग शहरों के 26 लोग नामजद आरोपित बनाये गये हैं।

    दर्ज एफआईआर में गौर करने वाली बात यह है कि गिरफ्तार दो आरोपितों के बाद एफआईआर में तीसरा नाम शमीम का ही है। ऐसा लगता है कि इस पूरे प्रकरण में उसकी बड़ी और महत्वपूर्ण भूमिका है। फिहलाल जिले के अधिकारी इस मामले में कुछ बताने से परहेज कर रहे हैं।

    थाना में दर्ज है कई मामले

    इसके ऊपर कई थानों मे 4 आपराधिक मामले दर्ज हैं। जिसमे नालंदा जिले के सोहसराय पुलिस स्टेशन के कांड संख्या -07/2016, 87/17, लहेरी थाना मे कांड संख्या -300/17, कटिहार नगर थाना मे कांड संख्या – 838/19 दर्ज हैं।

    इनमे शमीम के खिलाफ हत्या के प्रयास,सरकारी अधिकारियों को काम करने से रोकने,धार्मिक भावना आहत करने व कई अन्य मामले दर्ज है। कटिहार में भी इसके ऊपर मामला दर्ज है।

    हत्या के प्रयास से जुड़े 3 आरोप (आईपीसी धारा-307), चोरी की सजा से संबंधित 2 आरोप (आईपीसी धारा-379), आपराधिक धमकी के लिए सजा से संबंधित 1 आरोप (आईपीसी धारा -506), खतरनाक हथियारों या साधनों से स्वेच्छा से चोट पहुँचाने से संबंधित 1 आरोप (आईपीसी धारा-324), शील भंग करने के इरादे से महिला पर हमला या आपराधिक बल से संबंधित 1 आरोप (आईपीसी धारा-354), लोक सेवक को अपने कर्तव्य से रोकने के लिए स्वेच्छा से चोट पहुँचाने से संबंधित 1 आरोप (आईपीसी धारा-332), जानबूझकर और दुर्भावनापूर्ण कृत्यों से संबंधित 1 आरोप, जिसका उद्देश्य धार्मिक भावनाओं या किसी भी वर्ग को उसके धर्म या धार्मिक विश्वासों का अपमान करना है (आईपीसी धारा -295 ए) मुख्य रूप से है।

    As monsoon arrived early this year in Why Patna drowns every year ?, flood warnings has been issued for several districts in the state. Waterlogging can be seen in several areas of Patna which were also flooded last year.

    Why Patna drowns every year ?

    Muzaffarpur –  As per the official reports,Bihar is the most flood prone state in India. Flood has been an annual thing in the state for several decades,mainly due to the negligence of authorities responsible. Even after  decades of independence,no permanent solution has been established by the state or central government. Floods in Bihar mainly occur due to sudden release of water from dams in Nepal or unexpected excessive rainfall but the Patna floods 2019 was a different case.

    Patna received a massive amount of rainfall previous year which broke decade old records but it was not unexpected. IMD issued a warning on 27 september but the authorities said that they were caught by surprise by the rain. Roads were turned into rivers and people living in high rise apartments were stranded in their own homes. People with low incomes and no concrete houses were worse affected by the rain. Lower lying areas like Rajendra Nagar and Kankarbagh were completely submerged into water.

    Even the VIP areas were submerged in water where important politicians and powerful  figures lived. Many politicians were left embarrassed during the Patna floods. An extremely funny or rather extremely sad view was seen when Deputy CM Sushil Kumar Modi was rescued from his home by the NDRF. His house as well as his locality was  submerged in water.

    People pointed out the irony that when RJD was in power,the same Sushil Modi held protests over waterlogging and now he is being rescued from his home due to waterlogging despite being in power for 10 years. He did not even visited his area back and interacted with common people when water stayed there for a week. Another dramatic incident occured when BJP MP from patliputra Ram Kripal Yadav fell into water when he was overseeing the relief work in his constituency from which he was elected since 2014.

    several big cities which face the same problem searched for solutions. Chennai installed first IFLOWS system  in the country to battle the flooding in the city. IFLOWS system predicts possible flood and height of floodwater in a particular area of the city 72 hours in advance which can save a lot of lives and relief work can be initiated before the flood occurs.

    Mumbai took note of previous floods in the city and IFLOWS system was installed. Bangalore and kolkata are also developing to get IFLOWS systems in the cities but no initiative has been taken yet to get the system for Patna.

    But the biggest failure was seen from the CM Nitish Kumar himself. When He was asked about the causes of Patna floods and waterlogging wich happens every year,Nitish Kumar replied by saying that even Mumbai has floods and even the US cities face the same problem ,why Patna floods are highlighted so much?.

    This actually shows the naked truth of  Bihar politics which can only be laughed at by the people outside of Bihar. He blamed climate change for the Patna floods of 2019. Maybe climate change is responsible for the excessive rainfall but this does not change the fact that the motors responsible for taking out water from localities were completely useless due to corruption in installing them, the drainage system was extremely bad and old to handle the only  city resembling to a mega city of Bihar. Even the maps of Patna drainage system were lost in 2017 ,as the Patna mayor said in a statement.

    Nitish Kumar was previously very vocal about the Bihar floods and even asked Centre to remove the Farakka Dam which was causing floods and drought to Bihar but his recent negligence about Patna floods last year was a reason to question what his goverment has done in this particular issue. Floods are not directly related to politics but history has shown that floods can be very important  in Bihar politics.

    Congress lost power in 1990 when 1399 people died due to flood in Bihar and the party has never been in complete power ever since. Same thing happened to RJD  during 2004 Bihar floods but 2019 floods were unique not only because it exposed the widespread corruption even in the state capital but also because  pre-monsoon rainfall  started in Patna this year and waterlogging can be seen just like the previous year.

    This meant that the state goverment and civic bodies has done little to no work to prevent another flood in the capital city. The biggest way in which people in power made fun of common people was when Bihar Urban Development Minister Suresh Sharma announced a three member inquiry committee over Patna floods.

    It was headed by a secretary of his own department(who were responsible for proper urban planning) and other two members were chief of  BUDCO(who were responsible for taking out water through water pumps which were not working)and administrator of patna civic body (who were responsible for maintaining the drainage system). This announcement was clearly a show of power and how people with power can get away after doing any level of corruption.

    With state assembly elections just months away,opposition is highlighting how the present goverment badly handled Patna floods 2019,Present goverment is highlighting how the last years has been better than RJD ruled years but voters can be sure that these floods will keep happening every year until they start to question their leaders on work which they have done and public should have information which politicians tend to hide like how a 389 crore bhagalpur dam collapsed just hours before Nitish Kumar had to inaugurate it or why does drainage maps of capital of a state as big as Bihar gets ‘lost’.

    There was some bright spots during Patna Floods.A lot of groups were distributing rations and water to the stranded people,many people from all across the nation donated money for the groups to function.The most hopeful thing was seeing the youth do the distribution work voluntarily with the help of people who donated through social media pages.

    Some politicians like Pappu Yadav did some actual ground work to make sure that people had milk, foods and water and that will surely benefit him in the upcoming elections. It does not matter if politicians did relief work for political motives ,they were there for the people when people in power were being rescued from their own bunglows. If waterlogging happens this year again,it is most likely that JDU will be out of power just like congress and RJD when they faced big floods.

    The participation of youth with no political connections or motives in relief work shows that they are in a mood to make some changes in how disaster management is done and how people responsible for it must be answered in the elections.

    बिहार में बहार हो ,विकास हो यह सब बातें बस नाम मात्र की रह गई थीं. सियासत की गली में बस लोग एक दूसरे पर आरोप लगाते दिखते हैं.

    इन सबके बीच इस खबर का आना हम सबके लिए एक बहुत बड़ी खुशी और राहत बन कर आया है। बता दें कि बहुत जल्द बिहार में ऐसी ट्रेन चलने वाली है जिसमें आपको फ्लाइट जैसी सुविधाओं का आनंद प्राप्त होगा। हालांकि इसका किराया फ्लाइट की तरह होने के कारण इस सुविधा का लुफ्त शायद सभी लोग ना उठा पाए। इसमें आपको वातानुकूलित के साथ-साथ एयर होस्टेस की भी सहूलियत मिलेगी।

    देश में 109 रूट पर चलने वाली प्राइवेट ट्रेनों में से एक ट्रेंन भागलपुर से चलेगी, यहां से पहली प्राइवेट ट्रेन हावड़ा के लिए चलेगी। परिचालन के लिए निजी कंपनियों से आवेदन भी मांगे गए हैं।

    कैसे होगा परिचालन

    अभी तक के निर्णय के अनुसार इस ट्रेन का परिचालन रोजाना होगा, इसके लिए संभावित समय सारणी भी जारी कर दी गई है। इस ट्रेन की समय भागलपुर से सुबह 6:25 बजे चलकर ट्रेन दोपहर 2:05 बजे हावड़ा पहुंचेगी। हावड़ा से दोपहर 2:35 से खुलकर रात 10:10 बजे भागलपुर पहुंचेगी। ट्रेन साहिबगंज, रामपुरहाट, वर्धमान के रास्ते 425 किलोमीटर की दूरी 7.35 घंटे में तय करेगी।

    क्योंकि अभी तक भागलपुर से हावड़ा तक कोई ट्रेन ना चलने के कारण लोगों को और सुविधाएं हो रही थी लेकिन अब शायद लोगों को उस से निजा़त मिल जाए। लेकिन इस बात का साफ तौर पर पुष्टिकरण करना ठीक नहीं है क्योंकि फ्लाइट जैसा किराया होने के कारण समाज का हर तबका शायद सुविधाओं से वंचित रह जाएं |

     क्या होगा किराया और कहां कहां रुकेगी ट्रेन 

    ठहराव वाले स्टेशन और किराए आदि का निर्धारण निविदा के बाद होगा, जिसकी प्रक्रिया बहुत जल्द ही शुरू होगी।प्राइवेट ट्रेनों का किराया उस रूट के हवाई किराया के आधार पर तय होगा। एग्जीक्यूटिव क्लास और एसी चेयरकार के कोच होंगे,कोच में एलईडी टीवी, सेल फोन, चार्जर और अन्य सुविधाएं भी होगी। एग्जीक्यूटिव क्लास और एसी चेयरकार के कोच होंगे,कोच में एलईडी टीवी, सेल फोन, चार्जर और अन्य सुविधाएं भी होगी।

    यात्रियों के स्वागत एयर होस्टेस की तर्ज पर ट्रेन होस्टेज करेंगी। रेलवे की ओर से प्राइवेट ट्रेन के परिचालन के लिए देश को 12 कलस्टर में बांटा गया है। हावड़ा को क्लस्टर 6 में रखा गया है, जिसमें भागलपुर- हावड़ा रूट को रेलवे ने प्राथमिकता दी है यह पूर्व रेलवे जोन की पहली प्राइवेट ट्रेन होगी। इस ट्रेन में लोको पायलट, सहायक लोको पायलट और गार्ड रेलवे के होंगे। टिकटिंक, पार्सल और अन्य व्यवसायिक कामकाज के अलावा यात्री सुविधाओं का जिम्मा निजी हाथों में होगा। हर साल रेलवे को बोगियों के एवज में ट्रांसपोर्टेशन चार्ज मिलता है, तो बिहार के लिए यह वाकई में किसी खुशखबरी से कम नहीं है।

    More than 30 years into Independence, how did industries shape with further advancement in Bihar? How was Bihar making its way to stand with Developing India? This piece will trace the state of Industrial Growth in Bihar in the 1980s.

    “An area developing should stand strong on the roots of Industries”  

    It was nearly thirty years of India being independent, which in turn meant thirty years of owning up the industries and technologies. This was the time when India stepped up into being one of the Developing Nations, taking planned and strategic steps, trying to make a global space. 
    While the country was putting together it’s 30 years’ of growth, the state of Bihar was tiring hard to start over.

    Primarily fed on the Coal and Steel industry, Bihar saw a decline in other possibly flourishing industries. However, stats suggest that there was significant growth in the Bihar’s GDP rate, and it is said that the economy was one of the fastest-growing in the country. 

    The then 5-Year plan called for a huge amount of investment in Bihar, nearly $4 billion. Now, this translates to $12 per person if the investment is to be mapped with the then population of Bihar. Though the investments were huge, they failed to reach out to the larger mass. Economists alleged that a huge budget deficiency drove inflation, decaying the already low standard of living of the people’s poorest sections from the state.

    This can pretty much be confirmed from the scenario in agriculture. Agriculture was supposed to be the largest sector. Around the early 1980s, the government sank to invest in the production of agriculture and preferably opted to import food grains from other parts of India. This decision helped increase problems faced by agricultural workers in the late 1980s.

    Apart from the strong Agriculture base, Bihar is also known to be rich in mineral resources and forests. More than 40% of India’s coal, 32% of its bauxite, 59% of its copper, 17% of its iron ore, about 80% of its silver, and 60% of its mica comes from Bihar. Bihar and UP are also rich in mineral resources and forests.

Such an extensive rich resource center would point to one to expect that Bihar would be analogously well-off as compared with other mighty states of India. Regrettably, Bihar remains to be trapped in the nets of underdevelopment.

    There have been many efforts made to reduce poverty and expediting economic growth has been the key focus in development. But these efforts were nowhere to be visible. This was primarily the result of the failed attempt at understanding and judging the causes of economic growth. Bihar stood to be different from other states in India.

    Therefore, the growth pattern in other states did not apply to Bihar. It needed some alterations and modifications simply because of the demographical diversity that exists in Bihar. 

    There was a prolonged hindrance in the path of development in Bihar. Not only the industries but the economy as a whole was decreasing instead of growing. Many would point out the corruption that was instilled in the political front, but none of us can deny the fact that true potential of Bihar’s industries and agriculture has been kept under the eye of ignorance.

    There was a false lens of pride which made people and politicians brag with dignity about their state Bihar without actually giving it a chance to grow on its roots.

    Bihar had the potential to grow like a lotus in the mud, but the negligence that our state faced right from the start managed only to reduce it to Mud. Consequently, a potential high yielder bagged the tag of underdeveloped state.

    Sushant Singh Rajput was found dead inside his apartment on June 14 after which the death was cited as a suicide case under 20 minutes. Several mental health campaigns were started by big celebs by citing the actor’s death as an example and how mental health should be considered as a serious issue.

    Social Media was suddenly flooded with mental health experts and therapists for a few days. Although , this is a good news that people are more aware of this serious issue, it must not be a short lived campaign like other social media initiatives.

    One cannot deny the fact that Sushant Singh Rajput’s death investigation was not only about giving justice to the late actor. Instead, It was a malicious game of allegations between Bihar Police, Mumbai Police, Bihar government, Maharashtra government, sushant’s girlfriend Rhea Chakraborty and many more.

    It later even involved the actor’s late manager Disha Salian who also allegedly commited suicide some days before the actor’s death.

    Mumbai police had not even filed any FIR till this date related to Sushant’s death but when Bihar Police arrived in Mumbai to investigate the death on the basis of FIR filed in patna by the actor’s father, Mumbai Police not only refused to share evidences and reports but also obstructed in the investigation being done by Patna Police.

    When IPS Vinay Tiwari arrived in Mumbai to probe the matter, BMC quarantined him by citing rules and guidelines, but the four policemen who had also arrived in Mumbai from Patna were not quarantined by the BMC. This clearly states that some secrets and evidences are hidden from the public and some powerful people will go all the length to keep those secrets hidden.

    There are many protocols and SOPs which must be followed in these situations which were not followed, Patna Police team were mishandled and they were not allowed to talk to the press. There were many videos which were going viral in the social media which assures the above claims.

    This whole matter was cleverly redirected from finding truth of the actor’s death to Bihar Police vs Mumbai Police to Maharashtrians vs Biharis so the people responsible had enough time to clear evidences and to set their story straight. The statements which were said by Maharashtra ministers were aimed to divide the public support for CBI in the case and atleast have the popular support of maharashtrians  by directing the criticism on Maharashtra Police.

    When CBI took over

    When CBI started its investigation, it found many lapses which were done deliberately and had many missing links which should not be the case if it was a suicide like CCTV footage were missing from the building, all the case files of Disha case were ‘mistakenly deleted’ when Patna Police were trying to find any link between Disha Salian’s and Sushant’s case, Kotak Mahindra Bank(Bandra) did not provide proper account and transaction details when Patna Police team arrived at the bank.

    Mumbai Police only filed a death report but not any FIR, Mumbai Police did some investigation but it could be clearly identified that it was only because of the public uproar. The mainstream media did not even raised any questions (either from political pressures or no potential TRP attraction) like why Mumbai Police was arbitrarily questioning random producers and actors instead of following the thread which was clearly visible(as CBI found out later).

    Only Republic TV stood out among all of the media houses. Even if people do not agree with Arnab Goswami or do not like the way he hosts his show, he should be praised for bringing the actual matter into public sight, although it could be said that he is continuously highlighting the case because of  his past conflicts with Shiv Sena.

    The Channel(Rep. TV) unearthed many evidences which led to massive public demand for proper investigation by CBI. Mumbai police has been always seen as heroes by people all over the country , but the police department could be seen acting under some kind of political pressure or trying to hide some things to protect some people.

    Impact of upcoming Bihar Elections

    Bihar DGP Gupteshwar pandey was continuously in national headlines in this case and it did not seemed like he was only there for the case. Normally, police department officers are not in news other than when they brief media about new updates in a case but he was seen in many TV debates. Common people hardly saw him doing TV debates in any other local case.

    This can be easily explained because he had political ambitions since a long time as he once gave VRS from his service to contest elections. Bihar elections are few months away and maybe he was reaching out to the voters and announcing his existence to common people so if he decides to fulfill his wish and start a political career, he would have a significant advantage and Bihar would also have better chances at rapid development if people clearing UPSC represented the common people.

    If the Bihar elections were not so near, it can be said with full confidence that this case would not get such political backing or politicians would never demand CBI for SSR. All the political figures or media houses were raising their voice for Sushant Singh Rajput to get a share of the credit and to come in good light of the people.

    Those who actually made the difference were common people and not driven by personal gains but to get justice for an AIR 7 ranker genius who followed his dreams despite having a comfortable engineering career ahead of him.

    CBI is currently investigating the case therefore the information may need to be updated.

    The Ministry of Housing and Urban Development, on Thursday, announced the results of Swachh Survekshan 2020. Not very surprisingly, but definitely quite alarmingly, 6 cities among the top 10 Dirtiest cities in India, with a population less than 10 lakhs are from Bihar. The state’s capital Patna has come out as the dirtiest city in India with more than 1 million population. Check the list here:

    Bihar is amongst the bottom ranks in almost all the major parameters that are accounted for in the traditional or the more recent view of development. Bihar ranks the last (36th) in the Human Development Index (HDI) among all the states and UTs in India (HDI-2018). Despite being a non-industrial state, the fact that we are at the lowest position in cleanliness is not just worrisome but also shameful for us.

    These stats, accompanied by the poor law and order situation are picked up by groups that have, since aeons demeaned Biharis and their stereotype of presenting Bihar as some filthy, lawless, anarchical piece of land gets reinforced.

    The political neglect and henceforth, faulty and lukewarm implementation of laws such as the Swachh Bharat Abhiyan, Green Skill Development Programme, Toilets before temples(?) Namami Gange Programme, and myriad others inherently have been a causative factor in the long-prevalent poor state.

    We, however, are no less a culprit for we choose to shrug off our responsibilities, with the usual ‘Oh! It’s the government’ cliché. And to elect our netas, we analyse everything including their caste, creed, religion, colour, gender, ethnicity but their commitment to work.

    It’s fine to lose trust in the government/ state machinery because pollution seemingly never was an issue of concern for them. Subsequent governments showed a similar apathy towards administering the grave issue of cleanliness. 

    Firstpost states, ‘The progress of Prime Minister Narendra Modi’s much-hyped programme to make the country open defecation free (ODF) under Swachh Bharat Mission (SBM) has been lackadaisical in Bihar,’ In Patna, only 27.40 percent of the rural area is ODF (Open Defecation Free), as per Swacch Bharat Mission website (2019). There have been instances of impractical grants to missions for alleviating pollution; there’s no check done whatsoever.

    The 28-days Swachh Survekshan 2020 survey covered 4,242 cities, 62 cantonment boards and 97 Ganga towns. In its category, Bihar has secured the last lank, amongst 12 states. Jharkhand has bagged the first position amongst the cleanest state with less than 100 cities.

    It’s also grievous to see that Bhagalpur, a Smart City is the 4th most polluted city with a population under 10 lakhs. Indore became the cleanest city for the fourth consecutive year. It is followed by Surat. Navi Mumbai is 3rd in the same list. Varanasi was declared as the cleanest Ganga town.

    There’s a limit to how far we can brush aside our responsibilities. Now that we have known how ineffective the ones yielding power can be, let’s try being Aatmanirbhar, at least for the cleanliness of our own area. We ought to work collectively organizing cleanliness drives in small target areas.

    The least that we can do; and the idea is repeated quite often; is to stop throwing garbage at places where they shouldn’t be disposed off. Bihar doesn’t profound in industrial wastes. All other forms of wastes can be brought under control through easy, cognitive human efforts. The government might make Utopian plans that’d never be executed. We, however, have the dynamism to be the agents of social and environmental change.

    It’s the civilian and not the government that constitutes the majority. If all the residents of the 7 cities that have scored abysmally in terms of cleanliness work diligently in one accord, aiming not to see their respective cities in the dirtiest city list, decent milestones in the next Swachh Survekshan are bound to be achieved.

  • नालंदा में 15 हजार घरों की बिजली होगी गुल, जानें क्यों…

    नालंदा न्यूज (Nalanda News) | बिजली बिल (Pending Electricity Bill Nalanda) जमा नहीं करने वाले गांवों की बिजली जल्द ही गुल होने वाली है. “बिजली बिल नहीं तो बिजली नहीं” योजना पर साउथ बिहार पावर डिस्ट्रीब्यूशन कंपनी (South Bihar Power Distribution Company Limited) ने काम करना शुरू कर दिया है.

    इस योजना की खास बात यह होगी कि बिजली जमा (Pending Electricity Bill Nalanda) नहीं करने वाले उपभोक्ता की नहीं, बल्कि उस इलाके की बिजली काट दी जायेगी. इसके लिए बकायदा बिजली कंपनी द्वारा वैसे गांवों में माइक से प्रचार किया जायेगा और लोगों को बिजली बिल जमा करने के लिए प्रेरित भी किया जायेगा.

    इसके लिए फीडर वाइज बकाया बिजली बिल नहीं जमा करने वाले गांवों का रोस्टर तैयार किया गया है. तैयार रोस्टर के अनुसार नालंदा जिले (Nalanda District) के करीब 140 गांवों के 15 हजार उपभोक्ताओं पर लाखों रुपये का बिजली बिल बकाया है. इन उपभोक्ताओं के द्वारा बिजली बिल का भुगतान नहीं किया जा रहा है.

    ऐसे गांवों में चंडी प्रखंड के 10 गांव, नगरनौसा प्रखंड के 4 गांव, थरथरी प्रखंड के 7, अस्थावां प्रखंड के 6 गांव, बिंद प्रखंड के 6 गांव, सरमेरा प्रखंड के 2 गांव, नूरसराय प्रखंड के 19 गांव सहित बिहारशरीफ प्रखंड के करीब दर्जन भर गांव शामिल है. इन सभी 140 गांवों के करीब 15 हजार उपभोक्ताओं के पास काफी दिनों से बिजली बिल बकाया है.

    चार-पांच दिनों में बिजली बिल जमा नहीं करने वाले गांवों के बिजली काटने का शुरू होगा अभियान

    बिजली कंपनी के कार्यपालक अभियंता ग्रामीण अमित कुमार ने बताया कि पिछले दिनों कंपनी के सीएमडी के साथ हुई बैठक में यह निर्देश दिया गया था कि ‘बिल नहीं तो बिजली नहीं. इस निर्देश के आलोक में जिला के बिजली कंपनी के वरीय अधिकारियों से लेकर कनीय अधिकारी लगातार गांवों का भ्रमण कर रहे हैं तथा बिजली बिल नहीं जमा करने वाले उपभोक्ताओं को बिल जमा करने के लिए प्रेरित कर रहे हैं.

    इसके बावजूद बड़ी संख्या में उपभोक्ता बिजली बिल जमा नहीं कर पा रहे हैं. ऐसे में बिजली कंपनी के पास बिजली काटने की सिवा और कोई चारा दिखाई नहीं पड़ता है. उन्होंने बकाया बिजली बिल वाले उपभोक्ताओं से अपना बकाया बिजली बिल अविलंब जमा करने की अपील की है.

    उन्होंने कहा है कि कंपनी बिजली खरीद कर उपभोक्ताओं के घरों तक पहुंचा रही है. बिजली बिल जमा नहीं करने से कंपनी के पास बिजली खरीदने के लिए पैसे नहीं है. बड़ी मात्रा में बिजली बिल के बकाया रहने से यह स्थिति उत्पन्न हुई है. उन्होंने उपभोक्ताओं से समय पर बिजली बिल जमा करने की अपील की, जिससे कार्रवाई से बचा जा सके.

  • नालंदा जिले के दस प्रखंडों में मत्स्यजीवी सहयोग समिति का जल्द होगा चुनाव

    नालंदा न्यूज (Nalanda News) | नालंदा जिले के विभिन्न प्रखंडों में निबंधित प्रखंड मत्स्यजीवी सहयोग समितियों (Fisheries Cooperation Committee) का निर्वाचन जल्द कराया जाएगा. उक्त आशय की जानकारी जिला सहकारिता पदाधिकारी (District Co-Operation Officer Nalanda) सत्येंद्र कुमार प्रसाद ने दी.

    उन्होंने बताया कि जिले के 10 प्रखंड मत्स्यजीवी सहयोग समितियों के प्रबंध कार्यकारिणी का निर्वाचन की प्रक्रिया शुरू हो गई है. निर्वाचन प्राधिकार को जिले से निर्वाचन के लिए प्रस्ताव उपलब्ध कराया गया था.

    प्रस्ताव मिलने के बाद बिहार राज्य निर्वाचन प्राधिकार (Bihar State Election Authority) के द्वारा जिला पदाधिकारी नालंदा (DM Nalanda) को मुख्य निर्वाचन पदाधिकारी जबकि प्रखंड विकास पदाधिकारियों को निर्वाचन पदाधिकारी के रूप में प्रतिनियुक्त किया गया है. निर्वाचन प्राधिकार के निर्देशानुसार जिले के 10 प्रखंड मत्स्य जीवी सहयोग समितियों की मतदाता सूची का प्रकाशन भी कर दिया गया है.

    अब 10 जून तक मतदाता सूची पर मतदाताओं से आपत्तियां ली जाएगी. प्राप्त आपत्तियों को सुधार कर फिर 13 जून तक अंतिम रूप से मतदाता सूची का प्रकाशन कर दिया जाएगा. जिला सहकारिता पदाधिकारी ने बताया कि अंतिम रूप से मतदाता सूची प्रकाशित किए जाने के बाद निर्वाचन प्राधिकार के द्वारा निर्वाचन की तिथि निर्धारित की जाएगी. उन्होंने बताया कि प्रखंडों में निर्वाचन से संबंधित सभी तैयारियां की जा रही है.

  • नालंदा के 14 स्कूलों में बच्चों को नहीं मिल रहा दोपहर का भोजन

    Nalanda News (नालंदा न्यूज) | नालंदा जिले के 14 प्रारंभिक स्कूलों में पीएम पोषण योजना (MDM) बंद है। कहीं शिक्षकों की लापरवाही तो कहीं रसोईया नहीं रहना कारण बना हुआ है। कहीं वीएसएस का गठन नहीं होने तो की एचएम की प्रतिनियुक्ति दूसरे स्कूलों में होने की वजह से स्कूलों में एमडीएम बंद है। विभागीय आंकड़े खुद इसका खुलासा कर रहे हैं।

    अस्थावां के मध्य विद्यालय अस्थावां, गिरियक के मध्य विद्यालय पुरैनी, हिलसा के प्राथमिक स्कूल चकहजारी में विद्यालय शिक्षा समिति (वीएसएस) का गठन नहीं होना कारण बना हुआ है। हरनौत के महवाचक प्राथमिक विद्यालय में भौतिक सत्यापन जीरो रहने, नूरसराय में प्राथमिक विद्यालय मण्डाछ में एचएम द्वारा वेंडर चयन नहीं करने, परवलपुर में मध्य विद्यालय विजयपुर में रसोईया नहीं रहने, रहुई के मोरातालाब में एचएम की प्रतिनियुक्ति दूसरे स्कूलों मे होने, राजगीर के उत्क्रमित मध्य विद्यालय डुमरी में एचएम की लापरवाही से एमडीएम बंद है।

    नगरनौसा के प्राथमिक विद्यालय गढ़ियापर में रसोईया नहीं रहने की वजह से एमडीएम बंद है। एमडीएम प्रभारी अर्पणा ने बताया कि जिन स्कूलों मे वीएसएस का गठन नहीं हुआ है या रसोइया नहीं है, वहां विभागीय कार्रवाई की जा रही है। जल्द ही सभी स्कूलों मे एमडीएम चालू करा दिया जाएगा।
